Rough-Legged Hawk locations in Arizona

The only Rough-Legged Hawk we have seen in Arizona is at Whitewater Draw in the Sulfur Springs Valley in December.  We spotted it during a Hawk Stalk offered by Southeastern Arizona Bird Observatory [highly reccormended].
