Chances are, nobody in Arizona looking for birds need any help finding Kestrels!  They are everywhere.  To get the best photographic opportunities, or to watch them in their impressive hunting techniques, find any farming community in Arizona.  The cotton fields around Marana, and the alfalfa fields in Sulfur Springs Valley are prime locations [and they make excellent raptor spots regardless!].
